We have incorporated the DRE requirement as a MACT standard to help control emissions of organic hazardous air pollutants. The RCRA DRE requirement will be superseded by the MACT requirement once a source submits a Notification of Compliance with the MACT standards. In addition, the MACT rule requires DRE testing one time only except for sources that use atypical firing systems -- sources that burn hazardous waste at locations other than in the normal flame zone (e.g., cement kilns that feed containers at a midkiln location).
