For LDR purposes, EPA classifies as debris any mixture where the debris portion comprises the largest amount of material present by volume, to be determined by visual inspection. If the non- debris material is separated from the debris prior to treatment by a specified technology, the separated material is no longer classified as debris. If the separated material is a hazardous waste, it is subject to the waste-specific treatment standards (57 FR 37194, 37224; August 18, 1992).
