How do I consider future land use in making an Environmental Indicator (EI) determination?

An Environmental Indicator (EI) determination reflects current land use (and patterns of exposure). Potential future land uses are not relevant to the determination; instead, a positive EI determination is appropriate when current exposures are adequately under control. (Of course, when it's known that patterns of exposure or land use are about to change, the overseeing agency will likely take a more conservative approach, but this would be a special case.)
