Are risk assessments required for hazardous waste incinerators?

Under the Strategy for Hazardous Waste Minimization and Combustion , EPA has directed states and regions to conduct site-specific risk assessments (incorporating direct and indirect exposures) using the omnibus authority for hazardous waste incinerators. These risk assessments can be conducted by either the implementing agency or the facility (with agency oversight) during the permitting process.
