Do I have to comply with the entire recycling measurement approach?

No. The recycling measurement methodology is designed to provide states and localities with the greatest amount of flexibility. You need only follow the "core" elements to produce a standard recycling rate. The core elements are as follows: 

(1) include only MSW as defined by EPA and explained in the guidance document; 
(2) include only the standard recycling activities as described in the guidance document; 
(3) use the standard equation for calculating a recycling rate;
(4) account for imports and exports of materials;
(5) obtain data on a calendar year basis; and
(6) report data in tons.
