What will be the environmental benefits from the Hazardous Waste Combustion Emission Standards rule?

EPA estimates that emissions of key hazardous air pollutants from incinerators and industrial kilns will be dramatically reduced:
 
-- dioxins and furans by 70% 
-- mercury by 55% 
-- lead and cadmium by 88% 
-- three other toxic metals by 75% (arsenic, beryllium, and chromium) 

In addition, particulate matter and total chlorine will be reduced by 42% and 48%, respectively.
