How did EPA consider feedrate in establishing the Hazardous Waste Combustion Emission Standards?

Emission rates of metals and chlorine are a function of both the air pollution control device and feedrate parameters. Feedrate is a direct method for controlling emissions of chlorine and metals. In fact, under the current Boilers and Industrial Furnace (BIF) regulations, emission standards for metals and chlorine are specifically based on limitations of feedrates.
