EPA really went overboard mandating all these operating parameters to assure compliance with the Hazardous Waste Combustion Emission Standards. Are all of these operating parameters really needed?

Yes they are needed. It is true that, for process sources, EPA traditionally relies in MACT rules on fewer operating parameters than are required in this rulemaking. However, hazardous waste combustors are different than manufacturing process sources because a critical process feedstream, the hazardous waste itself, can vary greatly in constituent levels, the physical characteristics, and the way it is fired at a given source. This makes the hazardous waste situation significantly different from the industrial process categories. Therefore, assumptions cannot be made to simplify the approach to the establishing operating parameters for hazardous waste combustors such that emission standard compliance is assured.
